The City of Clayton is seeking a Superintendent of Recreation for the city's recreation center, the Center of Clayton. PURPOSE OF POSITION: The purpose of this position is to oversee operations of Recreation Division within the Department of Parks & Recreation, inclusive of assisting in the planning, promotion, organization and implementation of recreation services ensuring the availability and safety of facilities and programs. ESSENTIAL DUTIES AND RESPONSIBILITIES: The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Delivers a safe and excellent customer service experience to our residents, members and patrons. Develops, implements, and evaluates policies and procedures, suggesting changes in current practices when necessary. Interviews, hires, supervises and evaluates Aquatics Supervisor, Athletics & Facilities Supervisor, Fitness Supervisor,and Department Interns. Oversees staff who are directly responsible for the daily operations of outdoor facilities including Shaw Park Aquatic Center, Shaw Park Tennis Center, and Shaw Park Sports Complex. Coordinates Recreation budget preparation process for presentation to the Director to include capital projects; monitor and administer Recreation Division expenses and revenue; assists in the preparation of reports for presentation to the Clayton Recreation, Sports and Wellness Commissions and Parks & Recreation Commission. Coordinates the maintenance of physical facilities and acts a liaison between recreation staff, maintenance and custodial staff at the Center of Clayton as well as Parks staff for City of Clayton outdoor facilities. Directly supervises the Intern Program for the Department. Responsible for interpretation, implementation and enforcement of City, Center, and departmental policies and procedures. Works cooperatively with Mid-County Inclusion Coordinator to provide inclusion services as needed for the department. Maintains fixed assets for the department. Oversees recreation program development and season passes for outdoor facilities. Works cooperatively with the Marketing staff to develop a comprehensive plan for program marketing. Serves as a system manager for recreation software system. Assists in the administration of Human Resource functions for the department, including but not limited to New Employee Orientation and FMLA for part-time employees under their supervision. Facilitates the activities of department's Program Committee: serve as liaison to various community organizations, school district departments and department committees. Assists in the development, maintenance and reporting of scorecard measures for the department. Assists in the processes involved in obtaining grants, preparing bid proposals, preparing bid specifications and project management. Manages rotating Manager on Duty schedule; assist in the supervision of The Center of Clayton by sharing in weekend supervisor responsibilities. Fosters relationships with corporate businesses, sponsors and service partners in furthering the mission of the department. Performs other duties as assigned. MINIMUM QUALIFICATIONS: Bachelor's Degree in Parks & Recreation Administration or a closely related field from an accredited institution. Master's Degree preferred. Must have a minimum of five (5) years' work experience in parks and recreation management and supervision. Certification in American Red Cross CPR/AED for the Professional Rescuer and Healthcare Provider and First Aid required within three (3) months of employment. Knowledge in grant acquisition, budget administration and programming trends. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of modern theories, principles and practices of parks and recreation administration. Knowledge of community relations and marketing techniques; excellent customer service skills. Knowledge of facility operations management. Knowledge of current recreation programming trends. Knowledge of grant acquisition, budget administration and financial accounting practices. Ability to multitask and prioritize requests and projects Ability to work under tight time frames to meet target dates. Ability to take control of situations in a responsible manner. Ability to plan, organize, manage, direct, and evaluate the work of subordinate employees. Ability to establish and maintain effective and professional working relationships with other employees, department heads and governmental officials. General knowledge of current office practices and procedures and knowledge of the operation of standard office equipment. Ability to prepare and maintain accurate and concise records and reports. Ability to understand and effectively carry out verbal and written instructions. Ability to communicate effectively with other members of the staff, supervisor, and the public. Ability to communicate in both written and verbal form. Ability to develop, interpret and implement local policies and procedures; written instructions, general correspondence; Federal, State, and local regulations. Ability to define problems and deal with a variety of situations. Ability to think quickly, maintain self-control, and adapt to stressful situations. Ability to maintain discretion regarding business-related files, reports and conversations, within the provision of open records law and other applicable State and Federal Statutes and Regulations. Organizational and time management skills needed to meet deadlines. Must have ability to work accurately with attention to detail. Ability to maintain confidentiality. Ability to work the allocated hours of the position. PHYSICAL REQUIREMENTS This is medium work requiring the exertion of 25 pounds of force frequently and up to 25 pounds of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities. WORK ENVIRONMENT The employee is subject to inside and outside environmental conditions including, extreme cold, extreme heat, noise, vibration, hazards, atmospheric conditions, dust/dirt, grease/oils, fumes, pool chemicals, ice rink chemicals, cleaning chemicals, insects, human waste, blood, plants and trees, moving parts of machinery and extreme weather conditions both hot and cold. Work is generally done indoors.
